EForms enables employees to setup and update their direct deposits and withholding allowances via Employee Self-Service (ESS), without contacting HR or payroll personnel.
Note: ESS does not allow employees to update data that is not in line with approved Internal Revenue Service (IRS), New York State, and City rules and regulations.

Summary of Pay & Tax Changes
This section enables employees to view their processed and pending transactions such as changes made to direct deposit and pay stub printing status. It also allows employees to access and print a Direct Deposit Submission form, needed to complete a change in direct deposit settings.
Direct Deposit
This section enables employees to enroll in direct deposit as well as view and update direct deposit information. Direct deposit allows employees' pay to be immediately available in their bank accounts of choice on pay day and is not subject to a check clearing waiting period.
Direct deposit enrollments and changes may take up to two paychecks before becoming effective. Employees can remove pending direct deposit transactions prior to being processed within the same business day of the request. Employees cannot cancel a direct deposit enrollment and revert to paper paychecks through ESS after their direct deposit enrollment has been processed. Employees must see their direct deposit coordinator in order to revert to paper paychecks.

Tax Withholding
This section enables employees to update their federal (W-4) and state and local (IT-2104) tax withholdings.
Important: If employees make four or more updates to their tax withholdings within a calendar year, the Office of Payroll Administration (OPA) will be notified. The OPA, in turn, may send the employee's information to the Internal Revenue Service (IRS) or New York State for review.
Pay Stub Printing Status
This section enables employees to view and update their pay stub printing status. Employees can elect to receive a copy of their pay stubs by choosing Print or waive the option by choosing Don't Print.
Important: Changes to pay stub printing status will affect future pay stubs. Since pay stubs may be printed several days before distribution, a status change may not go into effect until the following pay period.
Commuter Benefits
This section enables employees to manage their Commuter Benefits plan and deductions. Employees may enroll into a Commuter Benefits plan, change plans, make updates to their payroll deductions, make deduction suspensions and resume deductions all within ESS.

New York 529 College Savings Program
This section enables employees to update their existing New York’s 529 College Savings Program contributions through payroll deductions. New York's 529 College Savings Program Direct Plan provides New York families with a tax-advantaged way to save for college, and allows City employees to save for college through easy payroll deductions.
You may contribute as little as $15 or as much as you want for each investment option for an account per pay period. You may add, change, or stop your payroll deductions at any time.
Contributions to this program are not pre-tax and will not be reflected on your W-2 Wage and Tax Statement. However, tax deductions may be reflected when you file your New York State tax returns, and will not be reflected each pay period.

IRA Payroll Deduction Program
This section enables employees to have their IRA Payroll Deductions to be automatically deposited into their IRA accounts. Employees should make arrangements directly with their bank or other financial institution to set up an IRA account. For more information regarding IRA Payroll Deduction Program, employees should refer to the OPA website.
The IRA deductions in this section will be deposited into IRA accounts external to the City of New York's Deferred Compensation program. For further information on the City of New York's Deferred Compensation program, employees should refer to the Office of Labor Relations (OLR) web site.
Treasury Direct
This section enables employees to set-up, change and cancel payroll deductions into a TreasuryDirect account. Employees must have an existing TreasuryDirect account prior to setting up payroll deductions.

FDNY Honor Emergency Fund – FDNY ESS Users Only
This section enables FDNY employees to automatically deduct $2.00 from each paycheck to deposit into the FDNY Honor Emergency Fund.
Employees working for agencies other than FDNY and who would like to contribute to the FDNY Honor Emergency Fund should contact their agency’s payroll administrator to have deductions set up.
